Torchwood is too new to have good archives, I suspect (unless Teaspoon accepts Torchwood fic as well?). I remember using Area 52 when I was reading SG1 fic a few years ago, and there were certainly some pairing-specific archives. I'm not sure where people were posting most of the het and gen.
